    Dave,

    Was listening to the show this morning and the section on the 9th Circuit Court and EPA got me thinking. I wonder if it’s possible in Constitution of the U.S.A. II to make divisions of government goal based for compensation? I’m thinking that if you keep departments competing against others for bonus $$ like the private sector does for performance, then maybe we’d all see better service/actions from our Government?!?! In this case, the court as a whole could get bonus’d based on their actions of keeping other departments in check. The bonus would come from a pool of funds available to all departments who do the extras spelled out in the Constitution II (like go after other piss-poor departments to which they have jurisdiction.) Only the public could add/remove watch-dog directives through the defined process of amendment. Just a thought.
